Configure the policy value for Computer Configuration >> Windows Settings >> Security Settings >> Account Policies >> Account Lockout Policy. Set "Account lockout duration" to "15" minutes or greater.

A value of "0" is also acceptable, requiring an administrator to unlock the account.
